Description: The publication presents findings of monitoring of the integrity of contracting authorities (public sector institutions) in the field of public procurement, as well as attitudes and opinions of representatives of the business community (tenderers) regarding public procurement. Monitoring was conducted using individual and aggregated findings of public sector auditing institutions, as well as information and tender documentation from current procurement procedures available on the Public Procurement Portal of BiH. Attitudes of the business community were explored using two research methods. The first is an innovative method, SenseMaker, which is suitable for research of complex situations, and this is its first application in the field of public procurement research. In addition to SenseMaker, a “classic” survey of business community representatives was conducted on their attitudes on public procurement in BiH. Finally, the publication provides an overview of the existing approach to enhancing the integrity of public procurement, as well as an indication of why this approach is still not delivering satisfactory results in BiH. The publication was prepared within the project “Two sides of the medal – Integrity of contracting authorities and tenderers in public procurement”, funded by the Open Society Fund of BiH.
